Miks? Sest Google Terms of Service 2.3 ütleb selgelt:
You may not use the Services and may not accept the Terms if (a) you are not of legal age to form a binding contract with Google.

"Legal age" on USA-e enamasti 18 aastat. Ja see nõue käib kõikide Google teenuste kohta - search, gmail, blogger, youtube...

(On vist küll vaieldav, mida see "legal age" täpselt tähendab, aga ikkagi!)
